Dr. R.P Singh is a groundwater scientist who worked in Central Ground Water Board and presently working as a freelancer for groundwater withdrawal impact assessment on groundwater regime ground water management, aquifer characterization, managed aquifer recharge, groundwater pollution, mathematical modelling, groundwater exploration, well design, pumping tests, conjunctive use, artificial recharge, river rejuvenation, ground water resources assessment, , impact of surface water irrigation in command areas. Besides Central Ground Water Board, Dr. Singh worked in Wadia India Institute of Himalayan Geology, Dehradun and National Institute of Hydrology, Roorkee.

Dr. R. P. Singh is an alumnus of IIT Roorkee, Banaras Hindu University, Varanasi, University of Rajasthan, Jaipur, IIEE, New Delhi, and Indira Gandhi National Open University, New Delhi. He holds M. Tech. in Applied Geology (IITR) and M.E.(Honours) in Hydrology (IITR), Postgraduate Diploma in Ecology and Environment (IIEE), Certificate in Water Harvesting and Management (IGNOU), and Ph. D. in groundwater (University of Rajasthan).
